Abstract
This study provides a comprehensive analysis of the formation and development of the maternal and child social protection system in the Republic of Kazakhstan within the framework of sustainable development. The article examines the main directions of state social policy, the legal and normative framework for maternal and child protection, and programs implemented in cooperation with international organizations. In addition, the study analyzes the influence of the UN Sustainable Development Goals on national policy, the level of compliance with international legal instruments and interstate obligations, as well as key achievements and current challenges in ensuring the rights of women and children.The methodological basis of the study includes systematic, comparative, and statistical analysis methods. Theoretical foundations are drawn from scientific literature on the welfare state and sustainable development concepts, international legal instruments, state strategic programs, and normative legal acts. Empirical sources comprise official statistical data from government agencies, reports of international organizations, and results of social programs related to maternal and child protection.
Based on the analysis, the study offers practical and evidence-based recommendations to enhance national policy in maternal and child protection, strengthen gender equality, and improve the efficiency of social support systems. The results contribute to ensuring Kazakhstan’s sustainable development as a social state and advancing the implementation of the UN Sustainable Development Goals.
