Abstract
The article examines the state of development of local self-government in Kazakhstan, including rural areas. Although a number of achievements have been made in this direction, there are still unresolved issues.
A PEST analysis was conducted, which allows to understand the political, economic, social and technological factors affecting the development of the local self-government system. This method helps to determine ways to improve the management system in the rural areas of Kazakhstan. The article presents recommendations for the development of local governance in rural areas. The results and conclusions can be useful for experts, scientific researchers and government agencies dealing with the issues of local self-government development.
